This is a refactor that needs to be done for attribute support, so splitting it out to keep future changes simpler. Part of this is replacing the current way attributes are returned with something that Otel can natively read, which is straightforward but requires implementing an interface and some type conversion (`StringData`-> `std::string_view`).
