Reconsider default 10 minute cursor timeout for FCBIS

      In the context of SERVER-96381, we thought it would be reasonable for a customer to wait the default cursor timeout for a subsequent FCBIS attempt if the previous FCBIS attempt failed to close the backup cursor on the sync source (this is a best effort fire and forget command). This is because we do not normally expect customers to issue back to back FCBIS attempts. However, we should verify if customers are actually okay having to wait the default 10 minute cursor timeout especially in cases where they may need to retry a failed FCBIS attempt.
