Remove the following pieces from SBE Plan cache code:

• Templatized PlanCache impl
• SBE Cache key generation
• IET-based index bound generation path
• Optimizations which are disabled based on whether SBE cache is on or off

For now let's keep the match expression parameterization code and associated tests unless it presents a significant burden
