We are creating several batches for the flags that will control which plan shapes enable $LU. A batch of IFR flags can be all enabled or all disabled, depending on how rollout goes. We should write a no_passthrough test to make sure we have coverage of the different combinations of on/off we can have for these batches, since our regular testing will have all of them on.
