Windows installer naming is old

      The current .msi for installing on Windows is named MongoDB 8.2.6 2008R2Plus SSL. This naming is aligned to the Windows Server 2008R2 release. The SSL part is inclusive of when we could install an SSL enabled or non-SSL enabled version of MongoDB on Windows (hasn't been supported since ~2017). 

      We should update the installer name to MongoDB <version>.  The file name is correct (mongodb-windows-x86_64-8.2.6-signed.msi) so this is just the installer title.
