This change removes the support for setting the `TestData` flag `connectDirectlyToRandomSubsetOfSecondaries`. This was previously used to force connections to random secondaries during testing. The functionality became unused when replica_set_endpoints were removed.

The change also removes the `ValidateDirectSecondaryReads` hook.
