`config.transaction` entries are implicitly replicated to standbys/ secondaries. A large part of this logic is nested within private methods of the `OplogApplierImpl::_deriveOpsAndFillWriterVectors()`.

We should investigate pulling out testable logic into `OplogApplierUtils` with the goal of verifying implicitly replicated `config.transactions` entries align with what is generated by the primary.
