Document the purpose of the connection-storm workload

      While investigating recent performance problems with the Amazon Linux 2023 (AL2023) upgrade on Atlas Gov clusters, the connection-storm availability workload was initially used to measure the effect that a large volume of incoming connections has on an Atlas Gov cluster.

      It was not clear why connection-storm was chosen, what the workload's purpose is, nor what its failure or success indicates.

      Add documentation to the top of connection_storm_workload.py that explains its purpose and interpretation.
