As part of unifying the DB and collection metadata cloning flow for authoritative shards, the existing per-area feature flags are being collapsed into two top-level flags — one for DDL and one for CRUD — that toggle the entire authoritative shards feature as a unit.

This reduces flags and simplifies the codebase without changing the underlying behavior.
