In order to make it more unlikely that a user already has a tag overlapping with the one used from the injector, we will modify this tag to prepend it with an internal qualification. This needs to be updated in the server, in the injector, and in Atlas/EA, but this ticket is only for the server work.

Some query server parameters are prefixed simply with the word "internal" such as `internalQueryCutoffForSampleFromRandomCursor`, while some command responses are prefixed with $_, such as `$_allowShardKeyUpdatesWithoutFullShardKeyInQuery`. The latter is more unique, but introduces special characters into the tags and extends a command level internal identifier to server parameters. The former is a bit less unique, but has precedence for being used in server parameters/options.
