Fix checkIndexesConsistentAcrossCluster to retry on HostUnreachable

      Since SERVER-108482 the NotPrimary is not a retriable error. This means the mongos no longer internally retries when it routes to a shard node that stepped down. The mongos then propagates the error to the client, rewritten as HostUnreachable.
