SERVER-81447 implemented a refactor of the create command on sharded clusters to reuse the IDL of both shardCollection and create. However, this revealed that the way we do collation comparisons is incompatible with the implementation due to how we would go from serializing the document passed as is to a normalized form with all the explicit changes.

This ticket is to normalize the comparisons done in preparation for reapplying SERVER-81447.
