For a sufficiently overloaded server, retrying automatically can worsen conditions of overload by offering even more load that needs to be rejected, which isn't free. The server could curb this effect by omitting the RetryableError label from rate limiting errors when under extreme load. This behavior would need to be configurable at runtime to allow mongotune to control it.
