If we are doing a PDIB and attempt to set a two-phase index build specific parameters, log that changing this param does not lead to changes.

      Hard-failing is a bit much. However, logging to let the user know that they aren't actually setting a param would be helpful.

      This ticket involves:

      (1) Enumerating all the different two-phase index build params that can be set during an index build

      (2) Adding log lines so that the user can be aware that this param won't actually change behavior for the PDIB.
