In index_builds_coordinator_mongod.cpp, we can consolidate non-builder thread resume logic (such as registering the resumed index build) into the resumeIndexBuild(..) function, enabling deprecation of ApplicationState::kStartupRepair and getting us closer to deprecating the ApplicationState enum entirely.
