Balancer logs misleading message when it can't find chunks to move for a collection on a draining shard

      For every sharded collection the balancer is unable to find chunks to move, it will log with no indication of the namesapce:

      "Unable to find any chunk to move from draining shard"

      This is confusing because it makes it seem like the draining shard has no chunks at all, when there actually could still be other sharded collections that still have chunks. 

      We should consider adding a namespace to that message to make it more clear.
