Provide timestamp in ChangeStreamHistoryLost error msg

      This changes augments the error messages for 'ChangeStreamHistoryLost' errors with the timestamp value that was used for performing the lookup. This provides the end user and TSEs with more information when debugging change stream resume issues.
      As a side-effect, this PR makes two 'ChangeStreamHistoryLost' error messages distinguishable that are thrown when failing to find oplog entries during unwinding transactions.
