Audit all usages of commitDropCollectionMetadataToShardCatalog to determine whether they should clear the CSS as dropped.

Clearing as dropped also clears the metadata manager and invalidates the query plan cache, which can affect user queries if the collection was not actually dropped. Update call sites to use this behavior only when appropriate.
