To allow all internal places to use the shardRef while user facing output continues to use the shardId, we need the shardRegistry to provide ShardHandles since these contain both. In this ticket, we need to pipe the ShardHandle through the ShardRegistry. In order to split up the work, for now users of this should just take the shardId out of the ShardHandle rather than piping this through all user code as well.
