In the linked ticket, electionTimeoutMillis was set to 2000 ms while heartbeatIntervalMillis was left at its default value of 2000 ms. This is problematic because it causes electionTimeoutMillis to expire often.

We should prevent one param from being adjusted in a way that's incompatible with the other.
