Use getLatestMetrics or equivalent in PDIB testing library

      Currently the PDIB testing library has its own version of getLatestMetrics because it needs to look at the attributes of the metrics it's checking. Once getLatestMetrics preserves attributes (or there is an equivalent that does), we can use that instead.
