MONGOCRYPT-917 made a correction on the prefix/suffix/substring msize calculation because it wasn't adding an extra CBC padding block to the padded string length if the string input already has a 16-byte aligned length.  Update the server vendored libmongocrypt so that it contains that fix, and update the jstests/unit-tests with the new calculations.
