In SERVER-127424 we added an exception to collections undergoing chunk migrations on a shard that didn't have them contain any information of them initially to prevent an inconsistency between sharded/unsharded metadata in the CSR.

Once chunk migrations have been made fully authoritative the expectation is that the exception should no longer be needed.
