      We need a server status metric to track load shedding actions on the server. We should add metrics similar to those for MaxTimeMS, etc.

      Execution Control actions use a different error code and have their own fine grained tracking via queues.execution.deprioritizable.totalOpsLoadShed (etc.), so the new metric will just cover QS kills.
