Remove set_vector_search_limit_for_optimization_deprecated from API

      Once the old limit optimizations path for extension stages (namely $extensionVectorSearch) is no longer supported, remove the function `set_vector_search_limit_for_optimization_deprecated` from the extensions API and all its associated plumbing and tests. See TODOs in codebase.

      Note, deleting an API function would require a major API version bump.
