Add a tassert in kGlobalCatalogCommit for all chunk operations to verify that no other actor has bumped the ShardVersion since allowChunkOperations was checked in kCheckPreconditions.

Note that this cannot be enforced until the legacy setAllowMigrations command is no longer used in FCV 9.0, because the legacy setAllowMigrations bumps the ShardVersion.
