This is cleanup to (1) reduce replication of the `OTEL_TARGET_COMPATIBLE_WITH` definition and (2) make build rules explicit and defined in the same folder as the code, which makes the rules more straighftorward. With the "span" folder not actually defining "span" rules, it's more difficult to figure out where dependencies should go when new code is being added.
