The test jstests/noPassthrough/index_builds/restart_primary_driven_index_build_if_interrupted_by_shutdown.js was previously disabled via the primary_driven_index_builds_incompatible_due_to_abort_on_step_up tag and had several stale assertions ~8 months later. This is a fresh coat of paint to add this test back

The coverage given by `restart_primary_driven_index_build_if_interrupted_by_shutdown` is now granted by a new resumability suite. So, this test can be removed.
