ContinuousAddRemoveShard can run config server transition critical sections that depend on the CSRS majority commit point continuing to advance. ConcurrentStepdown can repeatedly step down or kill the CSRS during those windows, leaving the hook stuck in long waits.
Add a small per-ReplicaSetFixture suppression primitive that lets another hook temporarily mark a replica set as unsafe for ContinuousStepdown.
