Now that PDIB resumability is mostly done,
index_stepdown_abort_prepare_conflict.js is one of the tests who can have primary_driven_index_builds_incompatible_due_to_abort_on_step_up removed. There is a short comment covering the issue in the description of the ticket. It may indicate a gap in our resuming logic.
