Add a  new non-serialized in-memory tag that the applyOps packer that the applyOps packer can use to keep a logical "group" of operations co-located in the same applyOps entry, Operations sharing the same atomicGroupId will not be split across applyOps boundaries when packed under kGroupForPossiblyRetryableOperations.
