Test all possible pipeline combinations/stage optimizations where extension stage optimizations rely on both desugarable and non-desugarable extension stages for their optimizations. Note that pipeline desugaring should occur before pipeline optimization so this would require the registered rule knowing where in the pipeline it expects the extension stage and what the extension stage's name is.

Note, that we do not support the ability for server stages to register optimization rules that rely on extension stages.
