Refactor CollectionShardingRuntime (CSR) so metadata updates no longer implicitly set authoritative vs. non-authoritative state. Call sites are updated to use unified APIs and to explicitly tag CSR authoritativeness, making remaining legacy non-authoritative paths visible for follow-up removal.
