[Resharding] Review replay protection on all shardsvr commits to shard catalog

      We should review that after a failover, resharding sends a noop majority write to all participant nodes to follow the OSI protocol and invalidate old shard catalog commits. 

      This ticket aims to review that resharding already does that.
