Prepend change streams otel metric names with the prefix "serverStatus.metrics". This is the new convention for otel metric names, e.g. "serverStatus.metrics.changeStreams.error.nonRetriable.changeStreamFatalError".

Acceptance Critiera

• The design doc is updated so that pending metrics will be implemented correctly
• Any metrics already implemented as part of the project are also updated accordingly
