There are certain cases, such as in the linked HELP ticket, where the presence of a cluster parameter in config.clusterParameters blocks a certain operation (such as FCV downgrade) or causes other issues (see HELP ticket: failure to start up). We should introduce a command, resetClusterParameter, which removes the on-disk entry for a cluster parameter, allowing an easier path to resolve these issues without having customers manually delete the entry from config.clusterParameters.
