      Replace the legacy timeseriesBucketingParametersHaveChanged flag with the new fixedBucketing timeseries option as the source of truth for the fixed-bucketing property in query optimization. Introduce a disabled featureFlagFixedBucketingOptimizations flag to ensure the dormant optimization remains off until explicitly re-enabled by Query Integration (SERVER-96993).
