The existing fixedBucketing DDL tests (jstests/core/timeseries/ddl/fixed_bucketing.js, jstests/sharding/timeseries/timeseries_sharded_fixed_bucketing.js) do not run in FCV-transitioning scenarios. Add coverage of createCollection, shardCollection, or collMod with fixedBucketing while an FCV transition is in progress.
