Expose optimizationTimeMicros by default in explain

      SERVER-123546 added optimizationTimeMicros and optimizationTimeNanos fields in explain that are guarded by the internalMeasureQueryExecutionTimeInNanoseconds knob to mirror executionTimeMicros/Nanos.

      However, after SERVER-108439 we expose executionTimeMicros alongside executionTimeMillisEstimate by default. We should update optimizationTimeMicros to show up in explain by default to simplify test infrastructure setup
