Temporarily relax invariant that the persisted size/count timestamp has a corresponding oplog entry

      SERVER-121018 introduces an invariant that the last persisted timestamp in the SizeCountTimestampStore must have a corresponding oplog entry so we can continue tailing size and count deltas.

      However, until we enforce the last flushed timestamp cannot be truncated (SERVER-128312), we should temporarily disable this test and relax the invariant
