      Advance the coordinator to completion (via makeRecipientsBeInStrictConsistencyWithAssert → kBlockingWrites → kDone) instead of calling stepDown immediately after the assertions at kApplying. This validates the stronger guarantee that a fetch timeout is non-fatal to the overall resharding operation.
