Add a server parameter for the TransportLayer::shutdown timeout

      The new TransportLayer implementation for socket handoff hard-codes the shutdown timeout (the time we wait for the SessionManager to ends its sessions), because that's what the AsioTransportLayer does.

      In review, we wondered if it should be a server parameter.

      Decide whether that is worth doing, and if so plumb it into all the TransportLayer implementations.
