A few CBR suites have the line "CBR does not currently add plans to the plan cache. These tests examine the plan cache." with a few plan cache tests excluded. This is no longer true and we should remove these exclusions (it might be that these tests examine $planCacheStats, if so we should then reword this comment and add a TODO for SERVER-116684. But we should see if we can remove any of these excludes in that case).
