To make cost model debugging easier, it would be nice to be able to have the same sample on each run. We need to use persistent samples for this. However, just using persistent samples will ensure we use the same sample for all queries during the same run, but for different test runs the samples will still be different. This ticket is just about allowing to manually set persistent samples outside the test, so they'll be used on each test run.
