Replace use of VersionContext::get in resharding code

      with resharding::getVersionContextOrDefault (or equivalent helper)

      The raw VersionContext::get will get the latest most latest value in the in memory FCV if it was not set. This is not compatible with resharding code because the only time it won't get set is when fcv is at 8.0. getVersionContextOrDefault already handles this so we should replace existing VersionContext::get with corresponding helpers in resharding code.
