[Join Optimization] Reconstruct QSN from CachedJoinPlan

      The opposite direction of SERVER-129262. This function will be used to reconstruct the winning QSN from the plan cache entry.

      Once this is done, we should be able to write tests which round trip a QSN to CachedJoinPlan and back to QSN.
