[Join Optimization] Introduce Collection invalidation tags to join plan cache

      Give each cache entry the information needed to detect staleness (catalog and sample versions). This task adds the data structures for fingerprinting and ensures they are populated at put() time.

      put() should collection the catalogVersion and compute the candidate set fingerprint by hashing the relevant indexes + multikey state.
