Create shard handle resolver for use in the chunk manager

      This should introduce the resolution function to the shard registry and the chunk manager, allowing the chunk manager to use the real resolver function in the future. Additionally, we should provide an override for use in tests to prevent tests from needing to wire up the shard registry
