      Overview

      Part of the ValidatedTenancyScope (VTS) / multitenancy removal tracked under epic SPM-3963 (Remove Native Tenant Data Isolation) and the integrated work on SERVER-101422.

      This is PR11 in the stacked Graphite series that lands the VTS removal as 18 reviewable, per-team pieces.

      Scope of Work

      Removes ValidatedTenancyScope from the transaction subsystem (sep_transaction_client and transaction-operations tests).

      • This is a mechanical deletion refactor: foundational PRs remove a parameter/field, and the PRs above them remove the now-dead call-sites. Individual lower PRs are not expected to build standalone.
