This will avoid the need to backport fixes to packaging and repo management scripts to old branches without sacrificing the ability to support new releases (2.4.10 for example). We should be able to generate 2.4 enterprise packages for rhel 5 and rhel 6 without backporting the change in master to support both OSes (SERVER-9987).

Packager-enterprise.py tries to download 2.4 tarballs with incorrect URL's containing the word "enterprise" but 2.4 files are named with "subscription" instead.

I believe there are non-enterprise differences too but they're buried deeper in the scripts/process.
